Residential Parking Permit
A vehicle may park for 2 hours in the limit block and then must leave that limit block for 2 hours before returning.
Residential Permit Parking (RPP)
You will need a current PA vehicle registration, registered to the applicable address within the residential zone. You will also need to bring a copy of your driver’s license reflecting this address and your insurance card.
$20.00 initial annual cost (reduced) – annual renewal fee of $10.00.
New residents not yet registered with PA license and registration to their new address can receive a temporary pass for 14 days at the BPA office. When PA information is received, you may purchase a permit.
Customers can call or stop by the office Monday-Friday, 9am-4pm for resident permit requests.

Daily Permits
Daily permits will be valid only in the following lots: Lehigh Lot-$5.00/day, Fourth and Buchanan Lot-$3.00/day, Mechanic Lots 1 and 2-$3.00/day, Laufer Lot-$3.00/day, and Wyandotte & Sassafras Lot-$3.00/day. All other posted parking regulations must be observed. Daily permits are temporary hang tags and need to be picked up in BPA office.

- Location of lot
- Telephone number
- There is a $5.00/$3.00 non-refundable charge per day per vehicle
All City Permit
All City Permits will be valid only in locations where the vehicle is currently providing a commercial service and/or delivering commercial goods. This permit is not valid in the numbered block or location of permittee’s business.
You will need:
- Proof of insurance of vehicle.
- Documentation that vehicle is registered to a commercial entity.
- $150.00/per year plus an initial hang tag deposit fee of $10.00 which will be refunded when returned.
Only a vehicle with a business logo on the vehicle and with the company affiliation on file with the Authority will be allowed to use the permit.
Contractor Permit
Contractor permits will be valid only in designated residential parking districts. Vehicle is exempt from 2-hour parking restrictions in those designated areas. All other posted parking regulations must be observed. Contractor permits are temporary hang tags and need to be picked up in BPA office.

- Vehicle make, color, and plate number
- Location of job
- Telephone number
- There is a $3.00 non-refundable charge per day per vehicle
Employee Permit
Employee permits will be valid only in the zone you are assigned. If no space is available in your zone, you may pay to park on the nearest public parking facility available or at a long-term meter if available.
You will need a current:
- Registration
- Driver’s License
- Copy of insurance card
- Proof of employment and/or business ownership in the City of Bethlehem
- $50.00 initial annual cost (prorated)- annual renewal fee of $40.
Student Permit
(Limit 2 per structure)
You will need a current:
- Driver’s License
- Registration
- Copy of signed lease
- Student ID
- $50.00 initial annual cost (reduced)- annual renewal fee of $40.00
- Copy of insurance card

Summer Student Permit
Summer student permits are available to students living in Bethlehem, from June 1st to August 31st, for a fee of $30.00.

Visitor Permit
Students and residents may get a visitor permit for a limit of 14 days in a year. A residential parking permit must be issued to receive a visitor permit.
